CHANGE YOUR HEATING AND WATER HEATER SYSTEM

The Change Your Heating and Water Heater System” program is an initiative of the Greek Government, funded by the European Union, providing subsidies or financial tools for the replacement of old and inefficient heating systems and water heaters with new, energy-efficient technologies. The goal of the program—implemented under the RePowerEU initiative and the National Recovery and Resilience Plan “Greece 2.0”is to reduce energy consumption, improve household energy efficiency, and contribute to environmental protection.

The program is aimed at citizens who wish to install eligible equipment in their homes, regardless of whether the property is a primary or secondary residence, rented or granted. Beneficiaries will be selected through a comparative evaluation of applications, with key criteria including income level and household composition (such as the presence of persons with disabilities or number of dependent children).

Subsidy rates for solar water heaters, heat pumps, and additional necessary installation works depend on income criteria. Specifically, the exact subsidy ranges from 50% to 60%, with the highest rates offered to vulnerable households with an annual family income up to €10,000 or an individual income up to €5,000. For heat pump systems, the subsidy is fixed at 50% of the total cost, while installation work is subsidized similarly based on income. In more detail:

  • For solar water heaters, the subsidy covers about 600–€850 for the purchase and 100–€180 for installation.

  • For heat pumps, up to 5,000 is covered for the equipment and up to 1,000 for installation work.

These amounts refer to net values, with VAT also subsidized separately.

Selected applicants will receive two vouchers:

  1. One for the equipment purchase subsidy, and

  2. One for the installation cost subsidy.

Beneficiaries can freely choose their suppliers, as long as the chosen equipment meets the program’s requirements (technical specs, condition, certifications). Suppliers will be paid in two installments: the first upon the equipment’s purchase and the second after the transaction is completed and verified.

Old devices to be replaced must be recycled in accordance with Law 4819/2021 and the Joint Ministerial Decision on Waste Management of Electrical and Electronic Equipment (WEEE).


Program Budget & Application

The total budget for the program is 223.2 million, of which:

  • 120 million (excluding VAT) is allocated for solar water heater purchases.

  • 44.6 million of this amount is exclusively reserved for energy-vulnerable households.

  • The remaining 33% of the total subsidy will be allocated to expenses related to heat pump systems.
